Briefings are required at various stages in the legislative process. Some are submitted to consultations being conducted by the Scottish Executive, others are submitted to committees who are considering a particular piece of legislation or to MSPs in general before they vote on an issue.
These briefings are intentionally short to give politicians a chance to read them. More detailed briefings will sometimes be produced to prompt thought or action on particular issues.
It is hoped that groups and individuals will make use of briefings to participate themselves in the political process.
